If the value from the start point is ignored, then open the store locator page in the admin editor and make sure the start_location option is not included in the shortcode.

Shortcode options will always overwrite values from the settings page, so if you set the start point on the settings page to for example New York, but in the shortcode you do [wpsl start_location="London, UK"], then it will focus on London instead of New York.
